A Sydney court has heard that a two-year international police operation led to the arrest of two men over a plot to import more than 200 kilograms of an illicit drug component.

Radislov Spadina, 44, and Adam Keith Watt, 40, from Sydney's northern beaches are alleged to have spent much of 2006 and 2007 overseas, negotiating with members of a Dutch drug syndicate.

Police in about eight countries, including Germany, Japan, France, Singapore and the United Kingdom, had the men under surveillance, and alleged members of the Dutch syndicate were arrested last year.

The Australian Federal Police (AFP) say they planned to import 210kg of ephedrine from the Congo, but it stalled because of civil unrest, although a test import did get to Sydney.

Police estimate that $50 million worth of ice could have been made with the ephedrine.

Spadina was refused bail and Watt was remanded in custody pending a hearing next week.

The men are facing a maximum penalty of 25 years in prison.

Fifteen people in the Netherlands were arrested over the alleged international syndicate in May.
