Canal Rocks says the report is just one submission. (ABC)

Developer Canal Rocks has played down the importance of an independent report which shows significant opposition to its proposed development at Smiths Beach.

The Busselton Shire has released an independent report which found, of more than 7,000 public submissions, 83 per cent opposed the proposal.

The company's Strategic Planner, Michael Swift, says the application was taken away from the shire in August and is now before the State Administrative Tribunal.

He says the report will be considered by the tribunal but does not carry the weight it would have if the decision was left to the shire.

"So in December the shire will declare it's position if you like in relation to the proposal," he said.

"It will resolve to either support the proposal unchanged or ask for some changes to the proposal or object to the proposal outright.

That decision will only be a submission to the state administrative tribunal, you know one of several submissions that go forward.

"There will be other agencies who make their submissions as well, " he said.
